Changes the wallet passphrase from 'oldpassphrase' to 'newpassphrase'.

Arguments:
1. "oldpassphrase"      (string) The current passphrase
2. "newpassphrase"      (string) The new passphrase

Examples:
> bitcoin-cli walletpassphrasechange "old one" "new one"
